During the last two decades, organized wholesale electricity markets have expanded their footprints and now cover large parts in the U.S., serving two-thirds of electricity consumers in the United States. However, the model RTOs and ISOs have been following, driven in large part by economies of scale and one-way energy flows, now is giving way to an increasing part of distributed generation in the total energy mix. Further complicating the already complex planning efforts are the disputed Clean Power Plan as well as state subsidies to distressed generation assets that face a risk of shutdown and loss of jobs.
